the ISP is the only one who controls your bandwidth....there is no -legal- way of increasing it by yourself....

If you need more upstream, which is what servers are hungry for, then you will have to contact your ISP and see what kind of prices go w/ an increase...

Also, some ISP's do not like ppl running servers, because it ties up the whole network and hogs everyone's bandwidth....

not sure what you mean by the first question....

What kind of server do you want? A web server, FTP server, game server, mail server, what?

In that case you can go with pretty much any OS (Windows or Linux) and find a server program. Apache comes in flavors for both Windows and Linux.

I looked up your IP, and see you have Comcast. From Comcast's acceptable use policy:

Prohibited Uses and Activities
Prohibited uses include, but are not limited to, using the Service, Customer Equipment, or the Comcast Equipment to:

(xiv) run programs, equipment, or servers from the Premises that provide network content or any other services to anyone outside of your Premises LAN (Local Area Network), also commonly referred to as public services or servers. Examples of prohibited services and servers include, but are not limited to, e-mail, Web hosting, file sharing, and proxy services and servers;
