Own server and connecting to internet???

I am wondering how does one build their own simple server and connect to the internet?

Is this something an average Joe can do affordably? How does it work?

As for the server, I'd look into Apache. For connecting to the internet, all you have to do is have it connected and have the appropriate ports open on your firewall.

You also have to have a cooperative ISP that allows servers and doesn't block ports.
