problem opening jpegs

Friend is using Windows98, IE6, Earthlink dial-up. When he opens a jpg from Earthlink webmail, it displays too large in ie6. Has to use scroll-bars to see the entire picture. Furthermore, when attempts to print such a jpg, the "print preview" is entirely blank with no scroll bars to see the image. Is there a method for shrinking the picture down to a normal printable/viewable size? He's only experienced this problem since switching to earthlink which he hates and will be going DSL soon. Thanks.

Why doesn't he just download the jpg and open it in an image editor? You have a lot more control that way.
