Outlook Express Alerts

I was curious if there is an option I can select where Outlook Express will put that little mail icon in my tray and play a sound when I have a new email when OE isn't open. Instead, this can only happenn if I leave Outlook Express open. Is there a such option?

You can use 3rd party mail notifiers to do it like, some of which are free: http://www.tucows.com/checkers95_default.html is a good resource of some of them.
In addition, check some other programs that you may have, that will do such background mail checks, programs such as IM (like ICQ) may do it for you as well.

There's also HideOE.

It minimizes OE to the system tray, allows OE to continue to check email however often you have told it to, plays a sound notification when new email arrives (if you have New mail notification sound enabled), restores OE with one mouse click, minimizes again with one mouse click. I use it and it works as advertised.

For Outlook users, there's also "HideOlk," which does the same for Outlook.
