Apache 2.0 - Slow Server Q.

I am running Apache 2.0 on a "server" system with these specs:
500 Mhz Celeron
312 MB Ram
2.3 Mbps DSL

When someone from outside ...you know...in the real world... visits my website and I try to connect via the LAN address, it runs REALLY, REALLY, REEEEAALLLLYY slow...for myself, and for the viewer... sometimes all data transfer will stop completely.

My internet works fine, but it's just from me, to server, from server to viewer.

Any idea what's going on here? I'm not an experienced Apache user...is there some kind of bandwidth setting? I am completely lost here.
