IE Question on Forms

I hope I can explain this so it is a little clearer than mud.

PC is set up with Win2K and IE6.

A friend of mine go to a web site that has registration form(s). He logs in and goes to the various site links to get to the registration section. When he selects the link to get the form, all that is displayed is a little square in the upper left-hand corner with the little colored dots/squares that are inside.

Can someone tell what this is and how I can correct this so he can get the forms to display on the screen? Is it something to do with the Internet Options/Advanced Tab or what?

Any help would be appreciated.
