Nameservers and Domains?

If I have a domain, like eBay.com, and I wanted to make sure it didn't go done nearly as often. Assuming I have a reliable host, could I have NS1.HOST1.com and NS2.HOST2.com, but also NS1.HOST2.com and NS2.HOST2.com? eBay uses 4, but they are all from the same host. If I use two pairs from different host, and one host goes down, would it automatically goto the second? I realize I would need to have two copies of the site, one on each host. Would that work?

I don't think it would be all that necessary. Most good hosts have pretty good uptime. The biggest thing would be controlling the DNS settings. It would be pretty easy to redirect to another server if one site was down if you could make a DNS entry.
