two connections to internet

My parents live out of town. They are pretty much, turn on computer, turn off computer types. since my mother is now staying home, they both want to be on the internet at the same time. I have networked them together and set up ICS for them. The main computer will be the laptop (Mom's). She understands it all. My dad doesn't. What I would like to do is have an Internet Explorer Icon for him that connects to the internet as before. Dialup without going through the internet. But also have it set up that if Mom is on the internet, Dad can connect too. (Makes any sense at all???) I guess what I mean is 1 IE icon to connect dial up and another for the ICS method.

Try setting his IE connection properties to "dial whenever a network connection is not present".
