The easiest way I can think of is to mirror the website locally (on the computer) and then disable the NIC card. Is it essential the site is actually online, or would a mirror of the site on your hard disk suffice?
If a mirror is enough this program will capture every directory and subdirectory of the site and store it on your hard drive: http://www.tenmax.com/teleport/pro/home.htm Then you can simply uninstall the NIC card or disable it or even just unplug the machine, plugging in on occasion to update the site. I know this might not really be what you asked, but it is the simplest way to do it. You could also Go to Internet Options in the Control Panel. Go to the Connections tab and click LAN settings. Uncheck "Automatically detect settings" and then check "Use proxy server" and put settings in for a proxy server that doesn't exist (like 10.0.0.1 if you aren't using a proxy at that address). This will time out the Web browser each time a user tries to pull up an Internet site. Unfortunately, a savvy user could go into the settings and fix this, but that makes it easy for you to switch back too. |

If you use the proxy trick, make sure you check the box to bypass it for local addresses, or the local page won't even load.
