Netscape Internet Problem

I am currently using Netscape dial-up and am running Xp with IE 6. My problem is that when I try to connect to the internet it (dials fine and everything) IE never pops up and the little Netscape toolbar doesnt either. Then it's like to whole computer freezes, except you can still open the start bar and scroll through but if you click on anything it does nothing and you have to turn the computer off by unplugging it. Everything thing else on the computer works fine. I just put in a new Intel modem about 3 months ago so I wouldn't think the modem would be bad. Here's my system specs if that helps any:
Compaq Deskpro pd1000
Windows xp
Intel P3 processor 600mhz
256mb ram

Any help is appreciated.
