Slowing downloads

Doing some tech support for a friend in another country and I can't quite figure out what is going wrong exactly.

Apparently his internet download speeds start where they should be (approximately 200k/sec) and slow down drastically (4.7k/sec and declining).

The only thing I could recommend off the top of my head was a nice reformat. Do any of you know of any alternatives to this?

Does it do this with all downloads? Have s/he tried downloading from another server/website? What about another computer on the same connection?

Yes. We tried multiple things. We have updated network adapter drivers. We have tried multiple download sites, multiple protocols. All downloads slow, if they are large downloads. He is using satellite internet and all other computer parts are up to modern standard. Apparently he used to get something like 200k/sec average for downloads.

Satellite internet? I think those put caps on your downloading and chalk down your speed for a while if you exceed a certain bandwidth. Has he been doing a lot of downloading lately?

I had thought of that, as I once had cable internet that did the same thing. Apparently, he hasn't done much downloading of anything and it has been happening for the past couple of weeks.

Hmmmm, I'd maybe try contacting the ISP and see if something is going on on their end, or maybe they have some suggestions.

Most satellite providers route everything through a proxy to speed up page loading, but it won't help file downloads. Satellite internet is just not that good.

Thanks. There still isn't any word back from the ISP. We're still working on it. We may end up reformatting, to see if there has been anything that went wrong somehow with Windows.
