FTP issue with Linksys router

Ok, I'm running an IMSA server (windows server 2003) behind a Linksys combo router. I've forwarded the ftp ports 20 and 21 to the internal server's ip address which is assigned 192.168.1.***. The external IP of the Router is static as well. On any computer inside on the LAN I can upload and download with my username and password. Outside the network, I can log in and download, but can not upload, this is the real problem, since the whole purpose of this is a storage site with data redundancy for investors from different areas in the country, nothing really sensitive, but just basic data.

config:

IIS ftp server (windows 2003 server), user and password required. The directory settings are set to read, write, and log. the folder permissions are set to allow the ftp user full control and the client (smart ftp) has been set to active not passive mode (actually, I've tried it both ways).

The error message is access denied. When it lists the ip address it uses commas instead of periods and there are an additional 2 numbers after it, is it using random ports to upload and only using 20 and 21 for the downloads, if this is the case, there's no way for me to forward random ports through the router... I'm stumped. Any ideas?

Try removing the login and making it anonymous access. If this works, then you can continually add security until you find what the problem is.
