Unhappy Missing win sys 32 file?

Operating XP home. In regedit I accidentally deleted a win sys 32 file that permits programs other than IE and Outlook access to Internet. Getting same error message: cannot load this page. Being a neatnik, I had already deleted previous restore points, so no way to go back. Not knowing exactly which file I've lost, have tried copying files wholesale from XP disc, but no go. Would love to use browser other than IE! Not to mention that I've lost automatic virus definition updates from Symantec and have to Live Update manually,which takes forever on an ancient dialup connection.
Toshiba Support telling me I have to resort to recovery disc, which I am loath to do.
Does anybody have any idea which file this is and how I can get it back into my computer?
Grateful for any help.
