can't get yahoo mail or hotmail on network

I sold a computer to a former student a year ago. She took it to college last year and it connected to the ineternet except that she could absolutely NOT get yahoo mail or hotmail. Over the summer she had it connected at home by modem and she WAS able to get hotmail.

Now she has transferred to a different college, and again she can connect to the internet, but CAN'T get hotmail again.

Is there some setting some place that would be causing this?

I would tell her to stroll on over to the building where they teach
computer science. Pick out a guy who looks like Bill Gates and ask
him. It is most likely a local thing.
