Block/Redirect Question

I blocked a URL through the hosts file. Could anyone tell me how to redirect to a local html when someone tries to access the blocked site?

The host file redirects to an IP/domain, so just set up a web server on the the respective IP/domain specified in the hosts file and set the default page (index.html or default.html) to whatever content you want to display.
