I want to get a program to limit how much bandwidth each program is allowed to use, i want to set the upload speed for napster to really slow so my other programs are still fast.

Do you want to limit based on protocol or application.
I think u need some sort of a packet shaping at you Border Gateway. This may be of good help to you, only if you have that sort of bandwidth and money to fork out http://www.packeteer.com/
if you are looking for a 0$ sort of solution, setup a Linux Router with 2 network cards, and do packetshaping with that.

Linux option needs considerable ammount of linux skills, and not only Linux but apps like APache, Squid, IP Routing etc.

If you use proxy server or a firewall on your border gateway in that case you may find it worthwhile contacting your Firewall/Proxy supplier wrt packet shaping!

I dont know if this information above is of any help 2 u.

PS: I use Packeteer and it works like a charm and has help us save a lots of $$$ on a network totalling Inet Downloads of 150+ Gigabytes a month

PPS: be aware of packetshapign latencies if you use VoIP or FoIP

Thanks for the info, but thats not wuote what i need. Im just running a 2 computer peer-peer network with an ADSL modem pluged in to the hub, so i dont have a server.

when a bunch of people try to upload files from me at ones both computers internet slows down a lot, i was just looking for software for 1 computer in win98.

if don't want anyone to download your mp3's you can make a directory like NOMP3 and share with napster only. then download into another one....or you can limit each person to one download a time with napster in the setting....Personally i don't use napster any more but you can prevent anyone from downloading from you...
