Banning someone from a forum but not an IP ban.
I'm wondering if there is away to ban someone from a forum without banning there IP as it is not very effective as they could just use a Proxy server, so is there anything else that can be banned that will really render there efforts useless?

You can ban email address and username.

Not really much that you can do other than hope that they get tired of trying to get back in. You can take down registration for awhile or approve the registrants after looking at the IP addresses.
