Works fine on IE7 here, Dawg.
There is nothing active on the page so not sure what Java would have to do with it, what level do you have your cookies set to?

i thought it was a java issue because when i hover the mouse over the link the web browser shows javascript trying to run but nothing happens, my cookies are set to custom level override auto cookie handling, accept 1st party block third party and always allow session cookies

Try updating Jave via the short cut in your control panel.
When I hover over the link I don't see any reference to Java in the URL box.

It's javascript, not java. They are both programming languages. Java is used on some websites but generally requires the use of applets. Javascript is a server side programming language often used or over used in web-development. In this case it is used to pop-up windows of a certain size with certain options. I would suspect that you have a toolbar that has a popup blocker that is too restrictive.

I didn't see a popup or a blocked popup message on that site, there was no activeX controls nothing, just a plain text page with a little colour.

Those are in fact Javascript links. They open popups. Do what you have to do to bypass the popup blocker for that site.

Put it in your trusted zone.
