Programs Scroll on their own?

I'm having an issue with one of my computers at work. When I am in any program (ie 6, word, excel, etc.) the pages will scroll by themselves, down or up. Its not a smooth scroll it is more of a bouncing type.

Any info on what it could be?

I had that problem there was some "gunk"for lack of a better word stuck in my scroll wheel. I just used some compressed air some dust like crud blew out and it works now.

I will check the scroll wheel. I did turn off the scrolling feature on the mouse through windows and it is still doing it.

So I don't know.

Have you tried a different mouse?
Updating the video card drivers can do wonders for some scrolling issues.

This could also be caused by stuck up or down arrow keys on the keyboard.

Try a different mouse. If the problem persists, try another keyboard.
