browsers not rendering background colors/images

I've done the normal spyware removal techniques, and found A LOT of stuff. But the computer seems to be running otherwise great at the moment.

The internet is still fully functional, however the background images and colors aren't rendering correctly or at all. This happens across the board on all browsers installed on this computer: firefox, IE, AOL, etc. Its not my computer, its my parents, but they asked me to fix it! I can't think of what setting has gone wrong or what file might be missing. Any ideas?

Check your display settings. Make sure the colors and screen resolution is set properly and/or that it is using the correct driver.

The problem isn't windows-wide. Its only web pages in every browser. I did check, though and everything seemed to be tip top in the display settings.

I know its only every few months that I manage to work on this problem, but its only a problem for me when I'm visiting my folks ..

..anyway, their computer is STILL doing it. I've looked at everything I can think of and can't find what the problem would be.

Here's what a webpage looks like:

Its only webpages in every browser. All other applications work great. I've looked at the accessibility settings for all browsers and windows and nothing is set wrong.

Any ideas?

Who is their ISP? Exactly what hardware is in the path from the wall to the computer?

Fixed it!

It turns out something was set wrong. My pops had somehow managed to find his way deep into these settings and answered some question about being blind as "yes" even though he can see fine with glasses. It led to the contrast settings in certain programs being completely ridiculous. I figured it out when I set the contrast really low on the monitor (the brightness of the web was destroying my retina) and found the wrong setting suddenly showing up (it was really really light grey on a white background before).

Go figure.
