DSL Upadate

I just got my ADSL fixed sort of. It is now working at about 150 up and down load. The guy was on the phone with my ISP. The guy at my ISP seemed to be adjusting some setting until the "Line Link" light stopped and then the install guy would say yes or try again. The results varied widely. Upload/Download speeds were:
450/60, 412/108(we tried that, but then it stopped working) and the last was 192/192. I checked it on PCPitstop and it is like ~146/156 with some fluctuation. It seemed to me that if they would have played with it for a few more hours that just about any speed could be setup.

What were they messing around with?

Also, if I turn of my modem, do I risk losing this setting and having to call out the repair guy again? The repair gguy seemed unsure about that.

Also, when I download something, the dialog box says like 16.5 kb/s. Why is that not around 150?

Sounds like you are a long way from the phone switch or there are digital impairments in your line. They were playing around in the central office adjusting your speeds and looking for a good sync. Unplugging the modem *shouldn't* affect anything.

150 is kiloBITS, 16.5 is kiloBYTES per second.
