Computer can't find modem

I have a problem that I need a quick answer to if possible. I am working on a Gateway vintage 1997. It is a 200 mhz pentium pro with 64 megs and a 5 gig harddrive running win98. It has a USR 56K isa hardware voice modem. My problem is this. I can install the modem and control panel will query it for the information which it returns no problem. When I go into Dial-up-networking to make a connection, it tells me there is no modem installed and asks if I want to install one. I tell it yes and install the USR again. When it finishes, I go back into dial-up-networking and it again tells me there is no modem installed and asks if I want to install one. I have deleted all comm ports and disabled them in bios. I have deleted and reinstalled this modem countless times and I have installed six known good modems. I have deleted the enum key and let the computer find everything, nothing works. I'm to the point where I want to beat my head against the wall. Does anyone have any ideas. Right now, I'm running a virus checker but I have no results yet.

Uninstall dialup networking in Windows setup and remove all networking components. Reboot, make sure your modem is still installed and passes diags, then run INETWIZ to reset the dialup networking.

Did exactly that and Inetwiz cannot find modem. Anyway problem is solved by a reformat and reinstall. The lady who the computer belongs to just said reformat it and everything is cool.
