Question

I don't want to leave anybody out when it comes to accessing my web site.

Is there a better option than designing two mirror sites? One with bell & whistles, and the other, text only? Put a small text link at top of each page to cross reference the two?

There's not much option there. You'll need a separate text-only site. (ie: www.yoursite.com/text/ and www.yoursite.com/bells-whistles/). Just have your home page have two links.. one for text-only and one for "normal".
