it basically allows you to customize/brand/distribute internet explorer.
you can customize various features of internet explorer, set parameters, set restrictions,
etc,etc. you can then create packages for distibution like cd-roms, flat files, downloadable installs. mainly used by isp's or businesses.

probably not, it doesnt add any new features that arent already present
in ie 6.0, but rather allows for customization of the existing features.
