ie shortcuts close windows

a buddy's computer is running vista. he has desktop shortcuts to certain websites. when he clicks on one, it will open the window. if he clicks on a second desktop shortcut, it will open it but closes the previous window that he had open. any suggestions?

Check the tabs settings in Internet Options.

There's several options. I'm not sure which one is causing your issue.
