Smile Bandwidth limiter anyone?

Hey, im running IIS, just wondering if its posable to limit bandwidth on all files servers, to 9kbs or something? the option in IIS only applies to HTML files as far as I can tell...

Heard that there were programs to do this for you, earlier in the internet days...
