Links in OE, Excel are blocked?

I keep getting this message when I click on a link attached to an email or in Excel. It didn't always do this.

IT dept... That's funny.

No, it's just me. It has to be some thing in OE settings. I just don't know where to look.

It looks like a group policy restriction. You will likely have to contact your IT department.

Unless...are you the IT department?

Go into your settings (Tools>>> Internet Options>>> Security and change to custom. Change all the settings that say "dis-abled" to "prompt".
Let us know if that works.
