URL cloaking

Does anyone here know anything about URL cloaking?
here's an explaination I found from cjb.net:

"URL cloaking. URL cloaking keeps your CJB.NET address in the address bar of your browser when your web site is accessed through its CJB.NET address. People bookmarking your site will bookmark your CJB.NET address, and search engines will index your site using your CJB.NET address. Keyword and description meta tags can also be used with the URL cloaking option."

my question is how do I set it up by myself? is it possible..

URL cloaking is done with frames. You have an outer frame that stays constant while the inner frame(your site) changes. It is often used by free hosts and the like. It is pretty easy by viewing the page source to see that you are 'cloaking'.
