Windows I.C.S. problem

I'm using Windows 98se internet connection sharing (ics) and it runs only on alternate boots.I don't know when it started doing it my son just pointed it out to me last week that it was every other boot . Anyone have a clue why this is happening and /or a cure ?

I can't answer why it works on every other boot. I had some problems with ICS so I got "proxy" from analogx. Its free and it works! Excellent "readme" file included. www.analogx.com
