Hi alkscd,
First off, if the web site is going to be a big project you may want to look into hiring someone to design and find a place to host your site. It will be more expensive than making it yourself but it will be more professional and less work for you. If you want to make the page yourself then you a need program to design and code the pages. A good one to use is Dreamweaver if you don't want to learn any code. If you want to hand code the site (with HTML), use a program like Arachnophilia and take some time to learn HTML from HTML Goodies. There are a lot of places where you can host your site, ranging from $5 to $50 a month, depending on how much web space and bandwidth you need. I am currently using Hosting Matters and their service is great. To register your domain, you can also use HM or, even cheaper, GoDaddy. Hope that helps.
