Step 1: Get a good HTML editor like Arachnophilia.
Step 2: Read the tutorials at HTML Goodies. Step 3: Upload the site to your ISP's free space or a free host like GeoCities.

Check with you're ISP they may provide some webspace for you to upload you're site to

if your isp doesn't allow you any webhosting space, i would suggest freewebz.com. they don't have any annoying banners or popups like you get with geocities and tripod. they claim unlimited bandwidth, but i sort of doubt that. you get like 50 megs of space with it, also. check out those html sites, too. if you want any special html help or anything, you can always post here. i think mutual boredom among all of us makes us all want to be really helpful.
