False Dial-Up Disconnect

While on the internet, sometimes I encounter a very long wait, but the screen will not "time out". I try disconnecting from the internet (dial-up connection), and according to my computer, I am off the internet. However, I cannot re-connect unless I do a hard re-boot (shutting off computer and turning it on again).

I can't seem to just login to the internet using the dial-up window, or even using the logout on the "start" menu. Using the "ctrl-shift-delete" function to get rid of doesn't work either. It's as though the computer thinks I'm still on the internet.

A computer friend of mine says it sounds like a virus. I've gone to the "free housecall" website to scan my system, and it claims I'm free of viruses.

Any opinions?

is your computer actually disconnected... like, is the phone line free? when you pick up the line is there a dial tone?

what are you selecting when doing a ctrl-alt-del? If you see RNAAPP, select it and end task.
