The page cannot be displayed

Some sites require 128-bit connection security. When I click help, about IE, i have 40-bit, how do I get 128-bit?
Security settings, tools, Internet options, advanced tab, security section settings already enable SSL2.0, SSL3.0, TLS1.0, and PCT 1.0!

When I try to get the windows update, I get an internet explorer error: the page cannot be displayed....cannot find server or DNS error.

Wht should my IE internet options connection settings be in order to get this page if I have AOL?

The 128 bit patch is available on Windows Update.
