is there a free server that accepts/supports vbulletin?

Apache and PHP if you want to set up your own. If you mean free hosting service, then no.

You will also need a host that supports MySQL since it is also one of the requirements. Vbulletin can be a resource drain on a system so I doubt that any free host would support it. If you paid $165 for a copy of Vbulletin, can't you afford a few bucks a month for a host?
