Can someone PLEASE explain to me how Ebay works?

OK I know that its online auction, but, upon trying to sign up it asks me for my credit card.

Can someone just explain what the fees for placing a bid and such are? The site is too confusing for me. I really appreciate it!

There are no fees to place a bid, only if you are a seller.

I went to eBay's registration page and found this:

Yeah, someone more stable who is tied to an address, either through a bankcard or email address where there is someone paying the bill like thru their ISP.

Actually they do this to make sure a seller does not have multiple
user names and illegally drive up the bid on items for sale.
