video conversion

i download a movie of the net but it run in a low frame rate is there any way i can convert it to a high frame rate. the avi file ran at 30k bits and i wanted to convert it to 128k bit/secs. thanks in advance

Hi,

no. You can't get frames out of void. If the movie has only a low frame rate then that's the way it is.

Well you can convert it, but it won't help. All you'll be doing is adding adding what is already not there. So your avi file size will be larger, but your video quality will be the same or worse.
