transmitting ISP Address

When I exited a Yahoo site, I was greeted by a Message saying
"Your PC is now broadcasting your ISP Address over the internet".
There were two blue header bars at the top, my regular one,
and a second below it saying "Security Alert". Could this have
been a fake box, or could my PC actually have been doing this?
I have Norton AV and Firewall.

Thanks Zaney and Catch!
I don't think it was the normal IE page. It shook me too much
to think about leaving it on screen too long.
The URL is http://www.geocities.com/goldiethoma...titlepage.html
It's the site where a 58 corvette is that I started to buy.
Zaney, can I download ZoneAlarm with Norton on my PC?
How will my PC know which firewall to use? Do I disable Norton
firewall?
Thanks agin Fellows

I get that too - and I have Zone Alarm in full stealth mode. It's an ad popup trying to get you to download their spyware-ridden software. Ignore it. Norton Firewall is plenty good enough to protect you. Of course your PC is broadcasting your IP address over the Internet - if it didn't, you wouldn't be able to browse the Web!

Thanks for the reply Guys!
I didn't realize the IP address was put out there like that. Thinking
about it though.....how could I get any info back, if no one knew
my address.
Thanks, This is a Great Learning Experience!
