If I have a webpage with one large image with about 100 hotspots vs. one webpage with about 100 small images that are all linked, which would downlad faster?

are you saying that it is the same picture? if it is, then it would download at the same speed i think, just with 100 little images, you would be able to see parts of it faster instead of waiting for it to completly download then show.

Not exactly. would hotspost be downloaded faster than linked images or visa versa?

In both cases the same amount of data is being downloaded, so they should be the same.

Even though the same amount of data is being downloaded, it can appear to download faster since it doesn't have to download the whole image. The problem is there is no way to predict which images will download first or last or in what order.
