Question about website URL

Alright...I was just wondering. You know those websites, where there URL is an IP address? How are those created? Are those made using a server, or what?

You are putting the cart before the horse. It's actually the IP address that gets you to the server - due to the magic of DNS (domain name services) your www.whatever.com gets translated to an IP address. The folks that use IP addresses for their websites simply don't have their site registered with a name in the DNS system.
