Is this on 2kserver for 2k/XP? on server the default is 100,000 connections. In XP only 1 is allowed. Or is your issue with a user re-connecting after a sucessfull connection and being disallowed?

It's a win2K server. I'm allowing 5 connections. He connects once and then it times out when he opens a second connection. Not sure why, maybe it's on his end as i can get in from the LAN side to the DMZ more than once. I need to check it from the WAN side to confirm it.

Is it authenticated logon? I'm guessing so. The server may only allow 1 active connection per client. How is he disconnecting?. That may be the problem.

Sorry, what i meant was the first connection works and then when he tries opening a second connection the second connection times out.

Right, Is he disconnecting from the 1st connection?. It may be he still has an active connection to the server and it is blocking multiple logon.
