can ip adress be masked or change when you move from web to site to site

It can be masked, but not changed. Not easily anyways. You can use a proxy server to mask the address if you want. Run a search for "anonymous proxy servers" and you'll turn up a few. Just plug them into your browser and disable cookies/java script.

If you subscribe to different ISPs, you can log on to different ISPs as you change websites!
