Web Filtering Software

I am looking for Web Filtering Software to be used on a NT/2000 Server. Currently using SurfControl but I have never been all that impressed with it. Plus it is due for renewal and it's about $1000 for a 50-user license.

Anyone have any experience with this?

SurfinGuardPro is nice, but not cheap.

The lest easy to defeat that I've seen is WebSense in it's "full monitoring" mode, but it's technically spyware in how it functions and definitely not cheap either.
