IPs and email problems
Is it possible for one IP in a town to blacklist another? Lets say when I send a email to a local with a different IP it always gets lost and many times returned as undeliverable..So can IP (A) blacklist IP (B) for any reason?

Yes, they can.
You should be able to call the ISP in question and find out. |

Some ISP's blacklist a whole block of IP's, usually resulting in a bunch of irate customer's that can't get to their favourite sites, nor get email to Aunt Gertrude, who lives only 3 blocks away, but has a different ISP.
It's just another form of censorship. Ask most AOL customers who know what's going on, and they'll rant for hours about the IP's that AOL blocks from their subscribers. Which, BTW, is my biggest complaint about AOL, and that is censorship, which they DO NOT make obvious in their TOS. AFAIK, it simply reads something like, "AOL reserves the right to block any questionable website...blah, blah". The only recourse is to phone the ISP, and get them to unblock the IP's. If not the whole block, then at LEAST the specific one you want. |

Well my IP is a area (State) wide one and the one giving me trouble is a local one,So maybe it has to do with spam or something? Anyway thanks,Its ironic though,I cant even email them to complain!
