Could be a driver problem, check for updates on your modem,I have dsl and mine used to do that until I updated my drivers and no problems since.

Am I the only one who believes in rebooting daily and defragging weekly?

i usually defrag about once a week but usually only reboot if i have to shut down for thunderstorms or going out of town, since i went to xp.with 98 i rebooted some times twice a day if i used it a lot,it would slow down.

Hi Guys, thanks for all your help.
I had found out the real culprit which i would like to share this with you. It is my McAfee fire wall which is blocking some connection files. After i had disabled it, my surf is as free as a bird. But i still need to examine what are the files that it is affecting. Hmmm...

Get rid of the McAfee and use Zone Alarm or Sygate - or the builtin XP firewall, it's adequate.
