I have a problem with my IE. When ever i start it is says "Page cannot be displayed". This usually happens when the internet conection is lost, but im sure i have internet because i can go to any site through the "My Computer" window. Is there anything i did that would make IE not be able to gain internet access? I'm running my machine on XP and have norton internet security, but im sure norton isn't blocking IE cause i checked that. Any help will be greatly appreciated.

Try shutting down Norton's and see if it works then.
Have you checked your Security settings in Internet Options? Set them lower and see if it makes a difference.
