Unhappy Slooowwww downloads

I recently upgraded from Win98 to Win 2000Pro. Running Soyo Dragon Plus mb w kt266a chipset, AMD 1500XP. when I download over the internet it starts out like gangbusters but after a minite or so it starts to drop off dramatically until it stops altogether. I have a US Robotcs v92, 56k, PCI internal modem. I swapped out the old winmoden to see if there was any difference, but no. I tried running Mozilla but can't get it to copy over after downloading it on my computer at work. Thought it might be the Via drivers that needed upgrading but couldn't even download those at home. Tried to download a download accelerator but.... well you get the drift. I've increased the cache size, and I have the modem set on the highest spees, and tried the second highest speed too. Tried two different isps....nada! Should I reformat and re-install win2000???

Although reformatting and reinstalling seems drastic, I would suggest you simply find the most updated driver for your modem....oh...and posting the same question 5 times, does not guarantee a faster response
