Unhappy How do Pop Ups associate themselves with my Homepage??

I'm using POW from Analog X for IE. For those familair with POW, you know that all you have to do is just double-click the pop ups in the menu when they appear and add them manually to the block list. But there is one annoying problem that I can't figure out how to fix.:

I can't figure out how some annoying pop ups associate ( if this is the proper term) with my home page. What I mean is: If I choose to have a certain pop up permanantly removed and added to my block list, my Home Page will be added to the block list in POW as an unwanted pop up also. My home page is "Welcome to Comcast High Speed Internet!" whereas the pop up I want to get rid of, usually a porn site, has an entirely different web address. So I if I choose to get rid of the annoying pop up, my home page will get zapped! And when I look in the block list, my Comcast Homepage is not actually listed in it! The only way to prevent my home page from getting blocked is to remove the annoying pop up from the block list.
How can a pop up associate itself with my home page and how can I fix this?? Does the pop up detect my homepage address and just use it as its own?? Is there a more thorough pop up blocker that will be able to distinquish between legitimate web sights and annoying pop ups, one that isn't too confusing to use?

I run Ad-Aware and/or Spybot on a near daily basis.

Should I just choose another pop up blocker?

Thanks
