Setting up a proxy server

At my university we have a packetshaper that restricts access to games, P2P programs, and any other programs the sys. admin doesn't care for. I read that somewhere that by setting up a proxy server one can get around the packetshaper, but I have no clue how to set up a proxy server. Any help would be appreciated.
