Both Juno and Netzero can detect if you use more than a certain number of hours per month and then cut you off after those hours are reached. Does anyone know how they are able to get this information? I suspect that it is through a cookie but I'm not certain and I'm not really even sure how cookies work. And I'm not using DSL or Cable with a static IP address either.

Everytime you log on to the net "they" have to give you permission. They simply keep a log file and when you log on/off.

"Unlimited" internet access is relatively new and is mostly in the United States. Most other countries pay by the minute! They have ways! Ask anyone whose ever gone on a limited hourly plan and exceeded it!
