You can use your pc(desktop, there is a software, called cuteFTp, WS FTP, which makes your pc into the server. Those who want to connect to your pc need the ip address. This pc has to be connected all the time so that people can access it. But if you are using a laptop, I would not recommend it, cause it can't whistand long operating hours. You might damage the laptop.
Better get a dedicated machine-buy online, your own desktop.

First, you need to make your PC a server. There's an article on this site guiding steps to do that. Then you can upload your files and let people download them.

For casual use like you propose, download WFTPD at:

http://www.wftpd.com/downloads/32wfd321.zip

and set it up. It's simple to configure, not particularly secure, and the unregistered version will work indefinitely with a simultaneous connection limit and it won't support resume of broken downloads. That's all I use, and I only start it when someone needs to get a file from me.

Warftp is a bear to set up compared to wftpd, but it's an excellent server and it is free, fully featured.

I think that WarFTP is quite hard to use since there are some errors in its code. I suggest FileZilla Server.
